Job Title: Center Director

Position Summary: Under the direction of the Head Start Director the incumbent is responsible and accountable for implementing all aspects of the day-to-day Head Start Center operations in compliance with Head Start performance standards and in compliance with federal and state regulations and guidelines. This includes facility, personnel, procurement, record keeping, reporting, and parent activities. Re

Typical Physical Demands:   Physical stamina is required to tolerate standing, stooping, reaching, grasping, kneeling, walking, bending, and lifting objects weighing up to 25lbs.  Requires full range of body motion, including manual and finger dexterity and eye-hand coordination.  Requires corrected vision and hearing to normal range.  Occasionally requires working under stressful conditions and irregular hours.  Requires the completion and acceptable results of a physical examination and TB screening per the rules and regulations of the Head Start Program.



Typical Working Conditions:  Position is divided between an office environment and field work conducted in various classroom locations.   Requires frequent automobile travel to various centers, training, seminars and workshops. 


Job Segments:


  1. Ensures accurate accountability and proper supervision/ratio of children participating in the Head Start Program.
  2. Serves as backup in classrooms for bathroom breaks and absences where a sub cannot be secured.
  3. Arranges for substitutes when regular staff are absent from the center.
  4. Participates in interviews and/or makes recommendations for promotions-demotions of employees.
  5. Plans and conducts regularly scheduled staff meetings. Maintains records of agendas, minutes of meetings and sign-in sheets.
  6. Ensures that the building(s) and grounds are clean, absent of hazardous materials/conditions and are not in need of repairs. Submits Work Order requests to Head Start Director.
  7. Ensures that facilities, materials, and equipment are safe, appropriate, and conducive to learning and reflective of the different ages and stage of development of each child, including children with disabilities.


  1. Conducts monthly severe weather drills (fire, tornado, hurricane, etc.).
  2. Ensures Center-based environments are free of toxins, such as smoke, lead, pesticides, and herbicides.
  3. Ensures arrangements and space, as well as types and use of materials and equipment, match grantees identified curriculum.
  4. Conduct and/or supervise regular safety checks of all facilities.
  5. Orders supplies as needed thru the PO system.
  6. Requests technical assistance from service area specialist or providers to ensure that appropriate services are delivered.


  1. Attends and participates in mandated Leadership staff meetings, training and community activities.
  2. Ensures that all requirements are met for the safe transporting of children to and from the Head Start centers.
  3. Oversees food order.
  4. Assure the center stays in compliance with licensing.





  1. Serve as education lead for the center, overseeing implementation of all aspects of education services and providing teachers with supervision, training, coaching and monitoring.
  2. Support the effective implementation of the education content area, implementing all relevant policies and procedures.
  3. Oversees training of new hires (in conjunction with HR).
  4. Develop, conduct or arrange training as needed for staff, parents and/or volunteers.
  5. Work with teachers to implement program curriculum that incorporates all elements, and meets all standard established by YMCA Child Development Academy (in compliance with Head Start standards and best practices).
  6. Monitors all service area activities and ensures compliance with Head Start Performance Standards and in compliance with federal and state regulations.
  7. Oversee and approve the preparation of weekly lesson plans, including individualization and all other required elements.
  8. Ensure that the teachers integrate goals from Individual Education Plans (IEPs) for children with disabilities.
  9. Ensure the completion of all required child screening assessments, including 45 and 90 day requirements for new children and quarterly progress assessment for all children.
  10. Participates in team meetings, home visits and community events as needed.
  11. Supports Teachers in understanding child outcomes data and using it to improve.
  12. Provide teachers with coaching and support for quality improvement and professional growth through regular observation and formal and informal feedback.


      Family Partnerships:


  1. Model strong, positive relationships with families.
  2. Assist with parent center committee meetings and activities.
  3. Ensure parents are integrally involved in developing the program's curriculum and approach to child development and education through regular meeting with Policy Council members and others.
  4. Assist teaching staff in developing a system offering parents opportunities for enhancing and increasing their child observation skills.
  5. Coordinate training for parents and community members wanting to volunteer in the classroom.
  6. Provides information to parents regarding educational services and other program activities.
  7. Support Family Service Workers to implement all aspects of family services program.
  8. Backup for Family Service Worker when staff is not at center



     Data entry and Record Keeping:

  1. Maintains and approves time sheets, leave and travel request for center employees.
  2. Document home visits in Child Plus.
  3. Maintains attendance records in Child Plus.
  4. Maintains Educational Screening in Child Plus.
  5. Verifies and checks meal counts.
  6. Enters in child plus and submits accurate volunteer hour reports to appropriate specialist.
  7. Ensures that all staff's site folders are complete and on site.
  8. Ensures all other required documentation and records are maintained and/or forwarded to the appropriate Central office personnel as assigned.


Supervision & Human Resources:


  1. Directly supervise center staff, ensure completion of all human resources activities, and ensure compliance with all relevant policies and procedures.
  2. Meet at least once per month with the people you supervise to monitor, provide ongoing verbal and written feedback consistent with their individual development plans for performance improvement, ensure adherence to Head Start performance standards, and to plan and direct work.
  3. Plan and adjust work operations to meet changing or emergent program requirements within available resources.
  4. Submit annual performance evaluations in a timely manner.
  5. Work with teachers and teacher assistants to develop and support their individual development plan, including training plans for each teacher to obtain a bachelor's degree or higher in Early Childhood Education or a related field. Individual development plans filed in HR personnel folder.
  6. Understand the personnel policies and procedures, and ensure that the people you supervise are aware of these and any changes to them that occur.
  7. Assign and review work of the people you supervise. Instruct, train and work effectively with the people you supervise from a variety of backgrounds and with differing levels/areas of training. Model best practices within the service area.
  8. Devise work methods and procedures that support improvements in existing work practices; supporting the people you supervise in developing and setting goals, priorities and timelines.
  9. Monitors and evaluates job performance of center staff, provides counseling, and assists in correcting deficiencies as noted, refer to Head Start Director and HR if needed.

Required Education/Experience:

  • Bachelor's Degree in early childhood education, human development, social science, psychology, public administration, or other related field, preferred. (If hired after November 2016)
  • Three to five year's previous Head Start management experience or related field.
  • Demonstrated knowledge and implementation of early childhood and/or family support services programs.
  • Excellent interpersonal and problem solving skills with the ability to effectively manage others.
  • Excellent computer skills and experience with standard business software.
  • Ability to communicate effectively orally and in writing using correct English usage, spelling, grammar, vocabulary, and punctuation.
  • Ability to relate effectively to diverse groups of people from all social and economic segments of the community
  • Position requires a clear criminal background check to include an MVR (Motor Vehicle Report).
